OUTER BANKS DETACHMENT AWARDS PROGRAM

Purpose

The purpose of the Outer Banks Detachment Awards Program is to recognize its members for superior performance, noteworthy acts and deeds, and to reward faithful service as a member of the Marine Corps League.

Authority

Enclosure (4) to the National Bylaws and Administrative Procedures prescribes that the issuing authority for all detachment-level awards is the Detachment Commandant.

Recommendation for Awards

All members of the Outer Banks Detachment are encouraged to recommend another member for any of the detachment-level awards listed below. Although recommendations in writing are preferred, verbal recommendations can also be made to any member of the detachment's awards board, provided specific actions worthy of recognition are provided at the time such recommendations are made.

Selection for Awards

The Outer Banks Detachment Awards Board is tasked with the selection of members to receive detachment-level awards.

Awards Board

The purpose of the awards board is to evaluate recommendations for awards, and if warranted, to take the necessary administrative action to present members with suitable detachment-level recognition. The awards board shall consist of the Commandant and at least two other elected or appointed detachment staff members. The awards board will convene at least one time each year during early October in order to select members for detachment-level recognition at the Marine Corps Birthday celebration. However, it may be convened at the pleasure of the Outer Banks Detachment Commandant on additional as-needed occasions in order to evaluate members for timely detachment-level recognition.

Presentation of Awards

Presentation of all awards will be made at detachment meetings or sponsored events, such as the Marine Corps Birthday celebration. The presentation shall consist only of the standard-size ribbon bar for the specific award, along with the FMF device for the Detachment Marine of the Year Award. Members desiring either the full-size or miniature medal of any authorized award must purchase it at their own expense through the Marine Corps League Ship's Store.

Authorized Detachment-Level Awards

A detailed list, in order of precedence, of detachment-level awards and authorized appurtenances is provided below.

Distinguished Citizen Medal, Bronze

Description: Awarded annually to a regular member who is currently serving in a detachment staff billet, and whose leadership and performance has provided a noteworthy contribution to the Outer Banks Detachment, and whose personal conduct has reflected favorably on and has brought credit to the Marine Corps League and the United States Marine Corps.

Period of Consideration: 1 October through 30 September.

Appurtenances: 5/16-inch star devices.

Distinguished Service Medal, Bronze

Description: Awarded annually to any regular or associate detachment member whose personal actions and conduct have contributed significantly to the Outer Banks Detachment and reflected favorably on and has brought credit to the Marine Corps League and the United States Marine Corps.

Period of Consideration: 1 October through 30 September.

Appurtenances: 5/16-inch star devices.

Detachment Marine of the Year Award

Description: Awarded annually to any regular detachment member whose personal acts and deeds has provided a noteworthy contribution to the Outer Banks Detachment, and whose personal conduct has reflected favorably on and has brought credit to the Marine Corps League and the United States Marine Corps.

Period of Consideration: 1 October through 30 September.

Appurtenances: 1/4-inch Fleet Marine Force and 3/16-inch star devices.

Detachment Commandant Medal

Description: Awarded to a regular member upon installation as Detachment Commandant. Since the Outer Banks Detachment elects it staff for a two year period, an additional award on the one year anniversary of installation is authorized, provided the member continues to serve in this billet.

Detachment Staff Medal, Elected Office

Description: Awarded upon installation in a detachment-level elected office. Since the Outer Banks Detachment elects it staff for a two year period, an additional award on the one year anniversary of installation is authorized, provided the member continues to serve in an elected billet. The detachment-level elected offices are: Commandant; Senior Vice-Commandant; Junior-Vice Commandant, and; Judge Advocate.

Detachment Staff Medal, Appointed Office

Description: Awarded upon installation in a detachment-level appointed office. As those in appointed offices serve at the pleasure of the detachment commandant, an additional award on the one year anniversary of installation is authorized, provided the member continues to serve in an appointed billet. Detachment-level appointed offices include: Chaplain; Adjutant; Paymaster; Communications Officer; Eagle Scout Recognition Officer; Quartermaster; Sergeant-at-Arms, and; any other non-elected office designated by the detachment commandant.

Detachment Recruiter Medal, Bronze

Description: Awarded to any regular or associate member who refers the greatest number of new members that subsequently join or who are reinstated to a "member in good standing" status to the Outer Banks Detachment during the period of consideration.

Period of Consideration: 1 October through 30 September.

Community Service Ribbon

Description: Awarded to individual members who have distinguished themselves by exemplifying the spirit of of the Marine Corps League in providing a noteworthy level of service to our community.

Individual Meritorious Commendation

Description: Awarded to any member for a specific act or deed which has significantly contributed to the Outer Banks Detachment and has reflected favorably on and has brought credit to the Marine Corps League and the United States Marine Corps.

Ceremonial Guard Ribbon

Description: Awarded to any member that participates in a minimum of ten (10) qualifying events during a one-year period.  Qualifying events include color guards, funeral details, honor details, and marching details.

Period of Consideration: 1 October through 30 September.

Marine Corps League Membership Medal

Description: Awarded to all members upon being accepted as members of the Outer Banks Detachment. Additional awards for each five year period of continuous membership is authorized on the respective member's anniversary date.

Note 1: 5/16-Inch Star Devices

 

A 5/16-inch gold star device will be worn to denote each instance of the second through the fifth award.

A 5/16-inch silver star device will be worn for the sixth award in lieu of five (5) gold stars, and will be used in combination with 5/16-inch gold stars to denote the seventh through the tenth award.

Stars are placed with a single ray of each star pointing upward. If one star is authorized, it will be centered on the ribbon. For more than one star, they will be evenly spaced in a horizontal line on the ribbon bar. Silver star devices worn with a gold star devices will be worn as stated above, except the first gold star is placed to the wearer's left of the silver star device with additional stars alternating to the right of the silver star and so on. Examples of placement are illustrated below.

Note 2: Fleet Marine Force Device

 

The Fleet Marine Force device consists of 1/4-inch bronze Marine Corps emblem and will be will be worn centered on the Detachment Marine of the Year the ribbon.

A 3/16-inch bronze star device will be worn to denote each instance of the second through the fifth award.

A 3/16-inch silver star device will be worn for the sixth award in lieu of five (5) bronze stars, and will be used in combination with 3/16-inch bronze stars to denote the seventh through the tenth award.

A 3/16-inch gold star device will be worn for the eleventh award in lieu of (5) five silver stars, and will be used in combination with 3/16-inch bronze or silver stars to denote the twelfth or additional awards as appropriate.

Stars are placed with a single ray of each star pointing upward. 3/16-inch star devices for two or more awards are arranged on either side of the Fleet Marine Force device, with the first to wearer's right, the second to wearer's left, and so on. Examples of placement are illustrated below.

Note 4: Asymmetrical Ribbons

Ribbons whose pattern is asymmetrical shall be worn displaying the same order of colors to the wearer's right as prescribed for its large and miniature medal counterpart.
